Improve the infrastructure of slums over long periods of time, ensure adequate land for formalized settlements through incentives to local authorities to reserve land and the training of families to ensure their empowerment in fulfilling housing and land need; improve the quality of life of the people in the neighborhoods and in the city, through co-responsibility among different level of government (federal, municipal, statal) and the citizens
