Allow the acquisition and improvement of housing and housing construction for the most vulnerable segments of the population through loan and fund provision; aimed to help most vulnerable segments get loans to purchase a house, promote provision of basic services; provides insured loans and credit options to both formal and informal workers to ensure access to adequate housing; sought to remedy the lack of credit available to low and middle-income home buyers and allow of adequate and sufficient housing for all; improve access to the housing market through subsidized mortgage loans for families who demonstrate a good history of saving
